Glenn County: Getting Certified for Water, Rice and Orchard Work
Glenn County does not have a skyline, and nobody here is waiting on a tower crane permit. What it has is water infrastructure on a big scale, rice dryers and nut hullers, and I-5 running straight through Willows and Orland. Most crane work in the county is maintenance and agricultural: pulling pumps, setting dryer and elevator sections, swapping motors at processing plants, and moving steel for farm shops. Over the next decade a much larger job may arrive on the county's southwest edge if Sites Reservoir goes to construction. Studying online lets you prepare for an accredited certification without losing days in the field.

Sites Reservoir: a project to watch, not count on yet
Sites Reservoir is planned for the hills west of the valley in Glenn and Colusa counties, built as off-stream storage filled from the Sacramento River. The federal Record of Decision was signed on January 23, 2026, and an update published that month said construction was expected to begin the following year with operations around 2033. Cost estimates as of early 2026 sat between $6.2 and $6.8 billion.
Schedules on water projects of this size move. If the main dams and conveyance go forward, expect large mobile and crawler cranes on intake structures, pipelines and pumping facilities, along with a lot of rigging for precast and steel. Operators who already hold the right certificates and riggers with documented qualifications will be in a better spot when hiring starts. Check the Sites Project Authority for current status before planning around a start date.
The river side: Hamilton City and the irrigation districts
Glenn-Colusa Irrigation District, the largest irrigation district in the Sacramento Valley at about 140,000 acres, pulls its water from the Sacramento River near Hamilton City. The pump station sits on an oxbow behind a flat-plate fish screen roughly 1,100 feet long, one of the largest of its kind. Keeping a plant like that running means periodic lifts of pumps, screen panels and gates, frequently from a riverbank with soft ground and limited setup room.
Those jobs reward riggers who can read a load chart against radius, select slings for awkward wet loads and plan for ground conditions. Rigger Level 1 covers hitches, sling angles and hardware; Rigger Level 2 adds load weight estimation and center of gravity work.
Matching a course to the work here
- Farm equipment dealers and shop trucks: service truck crane operator
- Feed, seed and building supply deliveries: articulating crane operator
- Dryer, elevator and processing plant installs: mobile crane operator
- Crews working the ground on any of the above: signal person
Wind, dust and long valley days
The west side of the valley gets strong north wind events, particularly in spring and fall, and the open, flat ground gives them nothing to break against. Tall, light loads like dryer sections and grain leg components act like sails. Summer brings long stretches above 100°F, and harvest season brings dust that coats sensors and windows. None of that changes the rules, but it changes how you plan the lift.
On the rules: California has no state crane license. What Title 8 asks for instead is a type-specific certificate from an accredited certifier for anyone operating a mobile or tower crane, plus employer training. The details and the exemptions for small cranes are in our California requirements guide.
Questions people ask
Is a boom truck at a farm supply yard covered by the certificate rule?
Often yes, if it is a true boom truck crane over the size thresholds. Small knuckle booms used only to deliver material may be exempt. Check the boom length and rated capacity on the plate, then compare it to the exemptions in Title 8.
How far is the nearest practical exam?
Practical exams are scheduled by the certifying body at approved sites. Many Glenn County candidates look toward the Sacramento area or the Chico and Redding corridor, depending on what is on the calendar.
Will online prep get me hired on Sites Reservoir?
No course can promise that. What prep does is help you pass the written exams for credentials that large heavy-civil contractors commonly ask for. The hiring decision belongs to the contractor.
What does a rigger at a rice dryer or nut huller actually lift?
Typical picks include elevator leg sections, dryer columns, fans, conveyor drives and bin roof parts, often at height and in wind. Knowing how to estimate weight, find the center of gravity on an odd-shaped piece and choose a hitch that will not let it shift is what Rigger Level 1 and Level 2 prep focus on.
