Colusa County Crane Operators: Get Ready for Sites and Beyond
For years, Colusa County's crane work was mostly agricultural: rice dryers, mills and storage, almond hullers, and bridge and canal maintenance along the Sacramento River and Interstate 5. That may be about to change. The Sites Project Authority plans to start building Sites Reservoir in the hills west of Maxwell in late 2026, with operations targeted for the early 2030s, which would make it one of the largest new water storage projects in California in decades. If you live here and want to be ready, our online courses let you prepare for nationally accredited crane exams without leaving the county.

What Sites could mean for local crews
In January 2026 the Authority chose Barnard Construction as construction manager at risk for the reservoir package, starting with preconstruction planning; the actual building phases depend on full project funding. News coverage has put the overall cost at roughly $6 billion. Permitting was not yet complete, and environmental opposition continues, so the schedule may move. Check sitesproject.org for the latest before planning around it.
Reservoir construction is dominated by earthwork, but dams also include intake and outlet towers, pipelines, pumping and generating facilities, bridges and road relocations. Those features need crawler and hydraulic cranes, qualified riggers and signal persons, sometimes for years. Getting certified before hiring ramps up is a practical step.
Courses worth considering
- Mobile crane operator: the core credential for civil and plant work
- Rigger Level 2: for engineered picks on dam structures and pipe
- Signal person: for blind lifts and multi-crane work
- Service truck crane operator: for mechanics keeping farm and earthmoving fleets running
Rice country lifting
Colusa County is one of the state's leading rice growers, and the crop depends on dryers, storage bins, conveyors and mills that need equipment swapped or added before each harvest. Many of those lifts are done with boom trucks on gravel yards that turn to mud in winter. Bridges over irrigation canals and the Sacramento River, along with work on Interstate 5, add steady civil lifts.
California's crane rule and where to test
No state agency in California issues a crane operator license. What Cal/OSHA's Title 8 requires is that a person running a covered mobile or tower crane hold a valid certificate from an accredited certifier, issued for that specific type of crane. Getting one involves a written exam, a practical exam, a physical and a drug test. The details are on our requirements guide.
The town of Colusa is roughly 65 miles northwest of Sacramento, so most candidates take the written exam online or at a Sacramento-area center and find practical test events in the Sacramento region or farther north.
Heat and north wind
The west side of the Sacramento Valley gets very hot in summer and is exposed to strong north winds that blow down the valley, especially in spring and fall. Hills around the Sites valley add rough access and slopes. Plan lifts around wind forecasts and confirm ground conditions on every setup.
Questions people ask
Will Sites Reservoir need certified crane operators?
Any covered mobile or tower crane on a Cal/OSHA jobsite in California must be run by a certified operator, so if the project proceeds as planned, yes. We cannot promise hiring, but certification is a basic requirement.
I only run a small boom truck on the farm. Am I exempt?
Cranes with a boom under 25 feet or a rated capacity under 15,000 pounds are exempt from the certificate in general industry, although training still applies. Check your truck's ratings.
Can I study during the rice harvest?
Yes. The courses are self-paced and run 24/7 on any device, so you can study in short sessions whenever you have time.
Is there anything near Colusa for practicing on a crane?
We do not run a practice yard or classroom; our courses are online exam prep. Hands-on time usually comes through your employer, a union apprenticeship or an equipment provider. The practical exam itself is booked through the certifying body at a test site, and its location varies by event, so check current listings when you are ready.
