Shasta County Operators and Riggers: Study Online, Test with Confidence
Redding is the regional center for a huge piece of far northern California, and that shows in its construction market: hospital and medical office work, retail and distribution along I-5, schools, and housing that has been rebuilt after the fires of the last decade. Around the city sit three other kinds of lifting. Shasta Dam and its downstream works need specialized maintenance. Sierra Pacific Industries, the family-owned lumber company headquartered in Anderson, runs mills and power plants in the region. And power utilities keep crews busy on long transmission and distribution lines through rugged country. Our online prep fits around shift work in any of these.

Mills, cogeneration plants and the timber economy
Sierra Pacific Industries is a third-generation family company based in Anderson, with sawmills and biomass cogeneration plants across the north state, including sites in Anderson and Burney. Sawmills and power plants are maintenance-heavy: saws, chippers, conveyors, boiler components and fans all come out on a crane at some point, often during short planned shutdowns when time pressure is high.
Plant maintenance crews in the county lean heavily on truck-mounted and rough-terrain hydraulic cranes, plus the occasional overhead crane in a shop building. For hydraulic truck cranes, mobile crane operator prep is the starting point; for lighter field units on mechanics' trucks, look at service truck crane operator.
Shasta Dam and the question of raising it
Shasta Dam, operated by the Bureau of Reclamation, is the keystone of the Central Valley Project. Reclamation's 2015 feasibility work studied raising it by up to 18.5 feet, and the 2018 WIIN Act moved preliminary work forward with a requirement that half of construction costs come from non-federal partners. Whether the raise is ever built remains unsettled; check Reclamation's Shasta Lake pages for the current position rather than relying on older headlines.
Work on a Reclamation facility is a reminder that jurisdiction matters. Most private construction and maintenance in Shasta County falls under Cal/OSHA. Some federal settings can differ, so ask the prime contractor which safety program governs before you mobilize.
Steep ground, heat and smoke
Redding regularly sees summer temperatures above 105°F, and the canyons west and north of town hold that heat. Outrigger placement on the hillside lots of west Redding, Shasta Lake and the 299 corridor is rarely simple, and many lots rebuilt after the 2018 Carr Fire sit on sloped, graded pads where ground bearing deserves a second look. Late summer smoke can also close jobs or reduce visibility enough that a signal person becomes essential, not optional.
Winter is milder in the valley but the routes east toward Burney and north toward Lakehead can bring snow and ice, which matters for travel setups and for loads stored outside overnight.
Certification in plain terms
There is no Shasta County crane license and no state license either. Under Title 8, California employers must make sure anyone running a mobile or tower crane holds a valid certificate from an accredited certifying organization, specific to the crane type, and riggers and signal persons need to be qualified for their roles. Read the California requirements guide for the exemptions and the annual crane inspection rule.
Written exams can be scheduled online or at a test center, but the practical exam is always taken in person on a crane. Redding candidates sometimes find test events in the north state; otherwise the Sacramento area is about 160 miles south.
Questions people ask
Which course fits a Redding-area utility lineman?
Usually digger derrick operator, since pole-setting trucks are common on distribution work. If your rig carries a true truck crane, you may need a mobile crane certificate instead.
I'm a millwright at a sawmill. Do I need a crane certificate?
If you operate a mobile crane above the size thresholds, yes. If you only rig loads, a rigger qualification is what your employer will want to document. Many millwrights pursue both.
Can my company enroll a whole crew?
Yes. Crew and company enrollment is available, and each person studies at their own pace. Use the get started form and an enrollment advisor will reply.
Does the hands-on exam happen online?
No. Online prep covers the knowledge for the written exams. The practical is always a hands-on test on the specific crane type at an approved site.
