Ridgecrest: Crane Certification Prep After the China Lake Rebuild
Ridgecrest grew up as the town outside Naval Air Weapons Station China Lake, and its recent history was written by two earthquakes. On July 4 and 5, 2019, magnitude 6.4 and 7.1 quakes struck nearby, damaging much of the base. What followed was one of the largest military construction programs in the country, and it brought cranes, steel and rigging crews to the Indian Wells Valley for years. Our self-paced online course helps local operators, riggers and signal persons prepare for accredited written crane exams, from home, on any device.

Rebuilding China Lake
The base has roughly 1,200 facilities, and about one in five buildings was declared unsafe after the 2019 quakes. Early awards included 25 new ordnance magazines and an inert storage facility, plus demolition of damaged ones. In 2020 the Navy awarded a design-build contract of about $737 million to Environmental Chemical Corp. for replacement airfield facilities on the south side of the airfield, built to modern seismic codes.
In September 2025 the Navy announced that its construction office's portion of the recovery program was complete, citing about $2.7 billion and 26 projects that delivered 56 technically complex facilities. Contractor Parsons describes a broader program nearing $4 billion; the figures depend on scope. Either way, it left the region with experienced crews and a lot of new buildings that will need maintenance.
A program that size draws specialized lifts: long-span hangar steel, precast panels for hardened buildings, mechanical and electrical equipment, and the demolition of damaged structures. Demolition lifting is its own challenge, because the weight and center of gravity of a damaged piece are often unknown, and the crew has to estimate conservatively and plan for the load to shift.
Federal rules on base, state rules in town
Private contractors working on China Lake fall under federal OSHA, not Cal/OSHA. In Ridgecrest itself and the rest of Kern County, Title 8 applies. Both frameworks expect certified operators and qualified signal persons and riggers, so an accredited certificate for your crane type is useful on either side of the gate.
Under California's version, there is no state crane license; the employer has to confirm that each mobile or tower crane operator carries an accredited certificate covering that type of crane. The California requirements guide explains the steps, from the physical to the practical exam.
Mines and mineral operations in the surrounding desert are regulated by MSHA, which has its own training framework, separate from OSHA's crane certification rules.
Desert lifting in the Indian Wells Valley
- Wind can rise quickly across the open valley, especially in spring; know your crane's wind limits and the load's sail area.
- Summer heat is severe. Plan early starts, water and shade under Cal/OSHA's heat-illness rules or the employer's program on base.
- Seismic history matters: new structures are designed for strong shaking, which means heavy steel, deep foundations and large precast pieces.
- Distance: Ridgecrest is a long drive from Bakersfield or the Los Angeles area, so plan exam trips and equipment logistics ahead.
Courses for Ridgecrest crews
Operators on base and civilian projects should start with mobile crane operator prep. Steel and precast crews benefit from Rigger Level I and Rigger Level II. Anyone directing blind picks should complete signal person training, and experienced operators coming up on renewal should look at mobile crane recertification.
Questions people ask
Is the earthquake rebuild over?
The Navy announced in 2025 that its construction office's portion of the recovery program was complete. Maintenance, renovation and new mission projects continue, so check with the base and contractors for current work.
Do I need a security clearance for base work?
Access requirements are set by the base and your employer, not by crane certification. The certificate covers your crane skills; base access is a separate process.
Where would I take the practical exam?
Practical exams are scheduled through the certifying body at a practical test site. From Ridgecrest, that usually means traveling, so plan ahead.
Can I study during a deployment or travel?
Yes. The course is online and self-paced, so you can study anywhere with an internet connection.
Does demolition work need a certified operator?
If a mobile or tower crane is used, yes. Demolition picks are often harder than new construction, because weights and centers of gravity are uncertain, so careful lift planning matters even more.
