Barstow: Crane and Rigging Exam Prep at a Desert Rail Crossroads

Barstow has been a railroad town for well over a century, and it may soon become a much bigger one. BNSF already runs one of the largest classification yards in the West here, and the city has approved the Barstow International Gateway, a planned rail and intermodal complex west of town designed to sort containers from the ports of Los Angeles and Long Beach. That means years of track, bridge, terminal and warehouse construction in the middle of the Mojave. Our self-paced online course helps local operators, riggers and signal persons prepare for accredited written exams without leaving the desert.

The Barstow International Gateway

Building a facility like that means bridge girders, culverts, drainage structures, light towers, warehouse tilt-up and the erection of the terminal cranes themselves, which is specialized work under manufacturer supervision.

The city has also pointed to flood-control channel upgrades and a replacement of the Hinkley Road bridge over the Mojave River as public improvements tied to the project, both of which would bring their own bridge and drainage lifts.

  • What it is: a rail yard, intermodal terminal and transload warehouses where international containers can be moved into domestic ones and assembled into eastbound trains.
  • Scale: about 4,500 acres in most reports (the state environmental notice describes roughly 4,300). Cost figures vary by source, from about $1.5 billion to about $4 billion.
  • Equipment: BNSF plans zero-emission rail-mounted gantry cranes and hybrid rubber-tired gantry cranes in the terminal.
  • Status: the Barstow City Council approved the project in June 2026. Environmental groups have opposed it and no firm construction start had been announced in the reporting we found, so confirm the current schedule before planning around it.

The yard that is already here

BNSF's Barstow Yard, built by the Santa Fe Railway as a hump yard in the 1970s, is described as the second-largest classification yard west of the Rockies, with 48 directional tracks on about 600 acres. Rail maintenance brings boom trucks, rail-mounted equipment and mobile cranes for rerailing, bridge repair and facility work. Anyone lifting near live track works under railroad roadway worker protection rules as well as crane rules.

Interstate 15 and Interstate 40 also meet in Barstow, so highway bridge maintenance, sign structures and truck-stop construction add to the mix. Lifts next to an interstate need traffic control and a clear plan for where the load travels, because a dropped or swinging load over traffic is not an option.

Federal ground, desert weather

Fort Irwin and other military installations in the region are federal ground, so private contractors working inside them follow federal OSHA rather than Cal/OSHA. The certificate requirements under federal Subpart CC line up closely with the state's, so the same accredited credential travels with you.

In the open desert, wind can rise quickly in the afternoon, summer heat is intense and winter mornings can be freezing. Sandy ground near washes may need mats or larger outrigger pads. Long distances also mean the nearest replacement part or second crane may be hours away, which makes careful planning more valuable.

Certification for Barstow crews

There is nothing to apply for at a county office. Under California's Title 8, the operator's credential is a certificate from an accredited certifying body for the crane type, plus the employer's own training and evaluation. Read the California certification guide for the steps.

For yard and terminal construction, start with mobile crane operator. Track and bridge crews who rig girders and steel benefit from Rigger Level II, and service truck crane prep fits mechanics who run a crane on their truck.

Questions people ask

Will the Gateway's gantry cranes need certified operators?

Rail-mounted and rubber-tired gantry cranes are not mobile cranes, so the accredited mobile crane certificate is not the standard credential. Operators are trained by the employer and equipment maker. The construction cranes that build the terminal do require certified operators.

How far is the nearest practical exam?

Practical exams are booked through the certifying body at a practical test site. From Barstow that usually means travel toward the Victor Valley, the Inland Empire or beyond, so plan a day for it.

Can I study on the road between jobs?

Yes. The course runs on phones and tablets and is available 24/7.

Is certification different for crews working at Fort Irwin?

Private contractors on federal installations fall under federal OSHA. Federal Subpart CC also requires certified operators and qualified signal persons, so an accredited certificate for the crane type is what you will be asked for either way.

Prep that fits this work

  • Mobile Crane

Online study for the NCCCO mobile crane Core written exam and the LAT, TLL or TSS specialty that matches your machine, framed around how Cal/OSHA actually checks operators on California jobs.

  • Rigger II

Move from following a rigging plan to building one. This course prepares you for the NCCCO Rigger Level II exams: estimating weight, locating center of gravity, calculating sling tension and choosing gear for level and rotating lifts.

  • Service Truck Crane

Exam preparation for the NCCCO service truck crane designation, aimed at field mechanics, tire technicians and fleet crews who run a crane mounted on a service body rather than a full boom truck.

  • Signalperson

Study the standard hand signals, voice procedures and crane behavior behind the NCCCO Signalperson credential, and learn how a third-party certificate fits the Option 1 path in California's signal person rule.
