Lifting in the Feather River Country: Plumas County Exam Prep

Plumas County is mountains, timber and water, and almost every crane job here touches one of the three. The North Fork of the Feather River drops through a chain of PG&E dams and powerhouses, starting at Lake Almanor. Sierra Pacific Industries runs a sawmill and biomass plant in Quincy. And the 2021 Dixie Fire left Greenville and nearby communities with a rebuild that is still underway. Work tends to be seasonal, terrain is steep, and the nearest metros are Reno and Chico, each well over an hour's drive. Self-paced online study is a sensible fit for operators who work long summers and slow winters.

Rebuilding Greenville

The Dixie Fire damaged or destroyed close to 800 homes in Plumas County, mostly in Greenville, Indian Falls and Canyon Dam, and left more than 600 empty lots. Greenville had fewer than 600 housing units before the fire, so the loss was near total. To speed things up, the county building and planning departments created a set of ten pre-approved home plans, and local groups set up a small sawmill to turn burned logs into fencing and lumber.

Most of the lifting on that rebuild is small-scale and repeated many times: setting trusses and modular sections, placing water tanks and utility vaults, standing new poles, and delivering materials with a knuckle boom. Operators on those jobs are well served by articulating crane operator prep, while line crews benefit from digger derrick operator training.

The Stairway of Power

PG&E's Upper North Fork Feather River Project ties together Lake Almanor, Butt Valley Reservoir and Belden forebay with five powerhouses and eight generating units rated at about 362 MW in total. Canyon Dam at Lake Almanor is part of it. Downstream, the Rock Creek-Cresta and Poe projects continue the chain toward Lake Oroville. As of the latest public filings we found, the upper project was still operating on annual license extensions from FERC while its relicensing moved forward.

Hydro work means valve and gate maintenance, turbine and generator parts, penstock repairs and trash rack cleaning, often from cramped canyon pads. It is the kind of work where Rigger Level 2 knowledge, like center of gravity, load weight estimation and multi-point picks, earns its place.

Timber and the Quincy mill

Sierra Pacific Industries has operated in Quincy for decades. It closed the small-log mill there in 2009, kept the large-log mill and biomass power plant running, and announced in 2013 that it would rebuild the large-log mill with a modern layout. Sawmills and cogeneration plants need regular crane support during shutdowns for saw lines, conveyors, boilers and fans.

What you will deal with on a Plumas lift

  • Narrow canyon roads on SR 70, shared with the rail line along the Feather River, where pullouts are small and traffic control matters
  • Heavy snow at higher elevations around Lake Almanor and Quincy, with frozen ground and short daylight in winter
  • Steep, burned slopes where soils have lost root structure and can be loose under outriggers
  • Afternoon thunderstorms and smoke in summer that can halt lifts with little notice

Certification, briefly

In California a mobile or tower crane operator must hold a certificate from an accredited certifying organization for the crane type being used; Title 8 makes that the employer's job to check, and there is no state-issued card to fall back on. See the requirements guide for the exemptions that apply to small cranes and digger derricks.

Questions people ask

Do PG&E contractors here need crane certification?

Anyone operating a mobile crane above the size thresholds does. Digger derricks used for pole work fall under separate high voltage safety orders, but employers still require trained, evaluated operators.

Where is the closest place to take a practical exam?

Practical exams are scheduled by the certifying body at approved sites. From Plumas County, candidates commonly look at the Reno, Chico or Sacramento areas, depending on the calendar.

I help on rebuild sites but don't run the crane. Is there a course for me?

Yes. Signal person and Rigger Level 1 prep are designed for ground crew who direct and rig loads.

Can I prepare during the winter when canyon work slows down?

Yes, and many operators in the mountains do exactly that. The course is self-paced and runs on a phone, tablet or laptop, so you can work through practice questions on snow days and be ready to book an exam before the spring season starts.

Prep that fits this work

  • Articulating Crane

Study for the NCCCO articulating boom crane written exams online, with the California size limits that decide whether a material delivery truck needs a certified operator at all.

  • Digger Derrick

Get ready for the NCCCO Digger Derrick Operator written exam and understand where California's utility-equipment exemption ends, so you can run pole-setting rigs with a portable credential behind you.

  • Rigger II

Move from following a rigging plan to building one. This course prepares you for the NCCCO Rigger Level II exams: estimating weight, locating center of gravity, calculating sling tension and choosing gear for level and rotating lifts.

  • Signalperson

Study the standard hand signals, voice procedures and crane behavior behind the NCCCO Signalperson credential, and learn how a third-party certificate fits the Option 1 path in California's signal person rule.

  • Rigger I

Learn to inspect gear, choose and tie the basic hitches and knots, and recognize rigging hazards, the core of the NCCCO Rigger Level I credential that many California employers use to document a qualified rigger.
