Richmond Crane and Rigging Prep for Refinery Turnarounds and Port Work

Richmond's shoreline holds two very different kinds of lifting. On the Point Richmond side, the Chevron Richmond Refinery and its Long Wharf tanker terminal draw crane crews for maintenance outages, piping replacement and equipment swaps. A few miles east, the Port of Richmond's Point Potrero Marine Terminal moves imported vehicles and has seen rail, berth and paving upgrades over the years. In between are warehouses, rail lines and a long history of shipbuilding. Our online course gives Richmond operators, riggers and signal persons a flexible way to prepare for the written exams of accredited crane certifications.

Turnaround season inside the fence

Refinery work is planned around outages called turnarounds, when units shut down for inspection and repair. During those weeks a refinery can host dozens of cranes, from small hydraulic units setting valves to large crawlers pulling heat-exchanger bundles and lifting vessel sections. Every pick happens inside a congested process area with pipe racks overhead, hot-work permits in effect and many other crafts nearby.

Turnaround contractors usually ask for proof of certification before an operator badges in, and they expect riggers who can read a lift plan and signal persons who know the refinery's radio protocol. Critical-lift planning, often with an engineer's sign-off, is normal for anything near operating equipment.

Ships, cars and jurisdiction

Auto Warehousing Co. leases Berths 7 and 8 at Point Potrero for imports of vehicles built in Japan and Korea. A condition assessment presented to the City Council in October 2025 put needed terminal repairs at about $228 million over a decade, citing missing and damaged timber piles, sagging slabs and corrosion under the older berths. Those cars roll off ships rather than being lifted, but the terminal still depends on cranes for maintenance, berth repair and rail work. The Long Wharf, which receives crude and petroleum products for the refinery, sees periodic marine construction.

On piers and in the yards, Cal/OSHA is the regulator. Once the work is aboard a vessel afloat, federal OSHA's maritime standards generally take over. Clarify that line in the pre-job meeting so the right rules and paperwork are in place.

Port maintenance tends to run year-round, so operators who work the terminals often juggle refinery outage work and dock repairs in the same season.

A shipbuilding town that still lifts

During World War II the Kaiser shipyards in Richmond turned out hundreds of cargo ships, and the Rosie the Riveter/World War II Home Front National Historical Park now marks that history. Because it is a national park unit, contractors doing work inside its federal boundaries should confirm whether federal OSHA rather than Cal/OSHA covers the job.

The old shipyard shoreline has since become a mix of industrial buildings, housing and parks, much of it on filled land along the harbor channels. That fill is soft and can liquefy, so outrigger loads near the water deserve the same respect here as anywhere else on the bay. On the west side of town, the Richmond-San Rafael Bridge and the open water of the bay bring stiff afternoon wind to jobs along I-580.

Matching a course to the job

Refinery and port crews tend to need more than one credential. Use this as a rough guide:

California's operator rule in a sentence

Cal/OSHA does not license crane operators directly; Title 8 asks employers to verify an accredited, type-specific certificate before an operator runs a covered mobile or tower crane, and it adds rules for signal persons and annual crane certification. Details and exemptions are in the California requirements guide.

Questions people ask

Does the course cover refinery-specific procedures?

It covers the knowledge tested on certification exams, such as load charts, rigging, signaling and site hazards. Each refinery adds its own safety orientation and permit system, which you will get on site.

Is Richmond close to testing?

Yes, relatively. Richmond is in the inner Bay Area, and many candidates take the written test by online proctoring. Practical exams are scheduled at practical test sites through the certifying body.

What if my certificate expires during a turnaround?

Plan ahead. Recertification takes time to schedule, so start studying well before the expiration date. Check with your certifying body and Title 8 about whether a practical retest applies to you.

Prep that fits this work

  • Mobile Crane

Online study for the NCCCO mobile crane Core written exam and the LAT, TLL or TSS specialty that matches your machine, framed around how Cal/OSHA actually checks operators on California jobs.

  • Recertification

A self-paced refresher for operators whose NCCCO mobile crane card is nearing its five-year expiration, with a clear look at where California's Title 8 renewal wording differs from the national rule.

  • Rigger I

Learn to inspect gear, choose and tie the basic hitches and knots, and recognize rigging hazards, the core of the NCCCO Rigger Level I credential that many California employers use to document a qualified rigger.

  • Rigger II

Move from following a rigging plan to building one. This course prepares you for the NCCCO Rigger Level II exams: estimating weight, locating center of gravity, calculating sling tension and choosing gear for level and rotating lifts.

  • Signalperson

Study the standard hand signals, voice procedures and crane behavior behind the NCCCO Signalperson credential, and learn how a third-party certificate fits the Option 1 path in California's signal person rule.
