Crane and Rigging Certification Prep for Merced County

West of Los Banos, the federal government is reinforcing B.F. Sisk Dam, the 382-foot embankment that holds San Luis Reservoir, so it can ride out an earthquake on the nearby Ortigalita Fault. Reclamation calls it its largest Safety of Dams project. Back in the valley, Merced County crews lift for poultry and cheese plants, a growing UC campus, the former Castle Air Force Base and a planned high-speed rail terminal. Whatever brings you to a crane here, you can prepare for a national certification exam online, on your schedule.

Sisk Dam and the west side

In May 2025 the Bureau of Reclamation awarded a $255 million Phase 2 contract for the Sisk project, centered on a stability berm across the dam's central section built from about 15 million cubic yards of fill. A later phase raises the crest by ten feet, and a trade publication put overall completion around 2032. The site straddles State Route 152 about nine miles west of Los Banos.

The work is earth-heavy, but dam projects still rely on cranes for structures, instrumentation, conveyor and plant setup, and maintenance of heavy equipment. Interstate 5 and the California Aqueduct also run along this side of the county, bringing their own bridge, pumping-plant and pipeline lifts.

Choosing the right exam for Merced County work

Plants, campus and the old air base

Merced County is a major poultry and dairy producer, with large chicken processing in Livingston and cheese making in Hilmar. Food plants like these regularly add refrigeration, evaporators, silos and packaging lines, and contractors often bring in a crane for a weekend shutdown. UC Merced, which opened in 2005, keeps adding academic and housing buildings, and the former Castle Air Force Base near Atwater now operates as Castle Airport with industrial tenants.

Merced is also the planned northern end of the first high-speed rail operating segment, which the state intends to run to Bakersfield, so rail-related construction around the city is likely to grow. Check the Authority's updates for timing.

Rules in brief

Under Cal/OSHA's Title 8, the employer cannot put you on a covered mobile or tower crane until you hold an accredited certificate for that particular type, earned through written and practical exams plus a physical and drug test. California adopted the rule in 2005, years before federal OSHA. Read our California requirements page for exemptions and renewal details.

Merced sits roughly 55 miles north of Fresno and 40 miles south of Modesto, so most candidates test in one of those cities.

Summer temperatures in Merced commonly reach the high 90s and above, and winter fog lies heavy along Highway 99, so plan picks for the cooler, clearer hours whenever the schedule allows.

Questions people ask

Does Pacheco Pass wind affect crane work?

It can. Winds funnel through the gap on the west side of the county, and lifts near the pass or the reservoir should be planned against the crane manufacturer's wind limits. Wind and load chart deductions are covered in our operator courses.

Can I prep for both operator and rigger exams?

Yes. Many students pair a mobile crane course with a rigging course; the material overlaps on load weights, sling angles and hitches.

Is the course in a classroom in Merced?

No. It is entirely online and self-paced, available any time on a phone, tablet or computer.

What does a Merced County signal person need to know?

Title 8 section 5001.3 says the employer must confirm a signal person is qualified before they direct a crane, either through a third-party evaluator or the employer's own qualified evaluator. You need to know the standard hand and voice signals, apply them correctly and understand crane limits such as swing, stopping distance and boom deflection. Our signal person course works through each of those areas with practice questions.

Prep that fits this work

  • Mobile Crane

Online study for the NCCCO mobile crane Core written exam and the LAT, TLL or TSS specialty that matches your machine, framed around how Cal/OSHA actually checks operators on California jobs.

  • Rigger II

Move from following a rigging plan to building one. This course prepares you for the NCCCO Rigger Level II exams: estimating weight, locating center of gravity, calculating sling tension and choosing gear for level and rotating lifts.

  • Signalperson

Study the standard hand signals, voice procedures and crane behavior behind the NCCCO Signalperson credential, and learn how a third-party certificate fits the Option 1 path in California's signal person rule.

  • Service Truck Crane

Exam preparation for the NCCCO service truck crane designation, aimed at field mechanics, tire technicians and fleet crews who run a crane mounted on a service body rather than a full boom truck.
