Getting Certified to Run Cranes in Tulare County
Ground in Tulare County has literally sunk. Decades of groundwater pumping lowered the land under the Friant-Kern Canal so much that the canal lost more than half its carrying capacity near Deer Creek, and the U.S. Bureau of Reclamation has been rebuilding miles of it. That kind of heavy civil job, along with dairy processing, citrus packing, cold storage and foothill utility work, is what keeps cranes moving between Visalia, Porterville and the Sierra. This page explains how operators and riggers here can prepare online for nationally accredited exams.

Rebuilding a sinking canal
Reclamation says subsidence cut the canal's flow near the Deer Creek check structure from its original 4,000 cubic feet per second to about 1,600, reducing deliveries by up to 300,000 acre-feet in some years. Phase 1 of the Middle Reach Capacity Correction Project finished with roughly ten miles of new concrete-lined canal (celebrated in June 2024 at a cost of about $325 million), and Phase 2 covers the remaining 23 miles of the middle reach, with Bipartisan Infrastructure Law money set aside for it. Check Reclamation's project page for current Phase 2 timing.
Canal reconstruction is mostly earthmoving, but bridges, check structures, siphons and turnouts all need cranes. Setting precast box sections and gate assemblies alongside a working waterway is exactly the kind of lift where ground conditions and rigging choices matter.

Dairy country and the farm show town
Tulare County is one of the leading dairy counties in the nation, and the city of Tulare hosts the World Ag Expo each February. Milk processing plants, feed mills and manure digesters all have tanks, silos and process equipment that get swapped or added, usually during short shutdown windows. Operators who can read a load chart quickly and riggers who can calculate sling angles without guessing are valued on those jobs.
Heading east, Highway 198 climbs past Lake Kaweah toward Sequoia National Park. Work inside the park is on federal land, where federal OSHA rather than Cal/OSHA has jurisdiction over private contractors.
Your California certificate, briefly
Title 8 of the California Code of Regulations does the work a license would do elsewhere: it bars operating a covered mobile or tower crane unless you hold an accredited certificate for that crane type. Earning one means a written exam, a hands-on practical, a medical exam and drug screen; renewing means doing it again within five years. The full picture is on our California crane requirements page.
Visalia sits about 45 miles southeast of Fresno, so many Tulare County candidates schedule test events there or in Bakersfield.
Conditions to plan for
Valley summers bring long stretches above 100 degrees. Winter fog is thick on the valley floor, and foothill roads toward Three Rivers and Springville are narrow, steep and sometimes damaged by storms, which limits what size crane can even reach a site.
Seismically, the south valley is calmer than the coast, but older brick buildings in downtown Visalia, Porterville and Tulare still see retrofit and replacement work where small cranes set steel frames inside tight lots. Those city-center jobs reward operators who can plan a pick around sidewalks, overhead lines and traffic control.
Questions people ask
Is there a Tulare County or Visalia crane permit for operators?
No local operator permit exists. The requirement is state-level: an accredited, type-specific certificate under Title 8.
How do I know which NCCCO mobile crane specialty to take?
Match it to what you run. Lattice boom cranes fall under LAT, swing-cab telescopic cranes under TLL and fixed-cab telescopics under TSS. Our course explains each.
Will a certificate guarantee me a job on the canal project?
No one can promise that. Certification shows employers you have met an accredited standard, which helps, but hiring is up to contractors.
Do quarry and aggregate jobs in the foothills follow the same rules?
No. Sand, gravel and rock operations are mines in the legal sense, so MSHA, a federal agency, sets the safety rules there rather than Cal/OSHA's crane orders. MSHA leans on employer training and qualification, yet some mine operators and contractors choose to keep an accredited crane certificate on file because it documents tested knowledge. If you move between quarries and construction sites, holding one keeps both doors open.
