Getting Certified in San Luis Obispo County
San Luis Obispo County has a nuclear power plant on its coast, one of the largest solar farms in the country on the Carrizo Plain, a busy wine industry around Paso Robles, and a federal offshore wind lease area off Morro Bay. It also has small towns, long drives and rural roads where a crane crew may be the only heavy equipment for miles. Our online courses let operators, riggers and signal persons in the county study when it suits them and travel only for the exams themselves.

Energy along the coast and the plain
PG&E's Diablo Canyon Power Plant is California's last operating nuclear plant, and a 2022 state law lets it keep running past its original retirement dates, as late as 2030. The Nuclear Regulatory Commission renewed its operating licenses for 20 years in April 2026, but operating beyond 2030 would still take action by the Legislature. Refueling outages and maintenance at a plant that size draw in large numbers of craft workers, including crane operators and riggers who must work to strict procedures.
Inland, the Topaz Solar Farm on the Carrizo Plain was among the largest photovoltaic plants in the world when it was completed in 2014. Solar and battery projects need modules, inverters and transformers set, and they often hire boom-truck and hydraulic crane operators for the heavier pieces.
Offshore, the federal government leased an area northwest of Morro Bay for floating wind in 2022. Any project there is years from construction, so treat it as a long-term possibility rather than current work.
What the rest of the county builds
- Wineries and tasting-room expansions around Paso Robles and the Edna Valley, where tanks, presses and barrel storage systems are lifted into place.
- Campus construction at Cal Poly San Luis Obispo.
- Housing and commercial infill in San Luis Obispo, Atascadero, Arroyo Grande and Nipomo.
- Highway 1 and US 101 bridge and slope repairs along the coast, often in fog and close to traffic.
Fog, faults and remote sites
Coastal fog is a regular feature from Morro Bay to Pismo Beach, especially on summer mornings. It is usually a visibility issue rather than a hard stop, but it is exactly when hand signals and radio discipline matter. Inland, Paso Robles summers are hot and dry, with big temperature swings between morning and afternoon.
The San Andreas Fault runs along the eastern edge of the county near the Carrizo Plain, and the 2003 San Simeon earthquake damaged buildings in Paso Robles. Seismic retrofit and repair work is part of the local construction mix, and older masonry buildings bring careful demolition and rigging.
Choosing your course
In California, a mobile or tower crane operator needs an accredited certificate for the crane type in question; there is no state license and no county permit for operators. The requirements guide covers who is exempt and how crane inspections work.
Plant and solar crews generally start with mobile crane operator and Rigger Level 1. Winery and supply delivery drivers often need articulating crane operator. Anyone with a card nearing five years should look at mobile crane recertification.
Questions people ask
Do nuclear plant contractors need extra credentials beyond NCCCO?
Plant owners typically require site-specific training, security clearance and their own procedures on top of accredited certification. Certification gets you considered; the plant decides the rest.
Where do SLO County candidates usually test?
Practical exams are set by certifying bodies and test site operators, and the nearest listing may be on the Central Coast or several hours away, depending on the month. Plan around the drive.
Can I study between harvest and crush?
Yes. The courses are self-paced and open 24/7, so you can study in slow months and pause during busy ones.
Does a solar or battery project need a signal person?
Whenever the operator cannot see the load or the landing area, or the operator or another worker decides signals are needed, a qualified signal person must direct the lift. On large solar and storage sites, transformer and inverter sets often happen behind other equipment or in tight rows, so having a qualified signal person on the crew is common. Our signal person course covers hand and voice signals and the crane basics the qualification calls for.
